Consultant for Finance and Admin Support - Public Health Advocacy
1. Background:
Non-Communicable Diseases (NCDs) account for around 41 million deaths annually worldwide, accounting for 71% of all deaths. Pakistan and other low- and middle-income nations are particularly affected by NCDs. Over 40% of people in Pakistan are obese or overweight, 37% have hypertension, and the nation ranks third in the world for type 2 diabetes incidence. The elevated prevalence of non-communicable diseases (NCDs) such as diabetes, hypertension, and cardiovascular disorders is a result of unhealthy eating habits, such as consuming excessive amounts of salt, sweets, and unhealthy fats.
The Pakistan National Heart Association (PANAH) is actively campaigning for evidence-based policies to reduce the use of ultra-processed food and beverage products (UPPs) rich in salt, sugar, saturated fats, and trans fatty acids. By increasing awareness about the health concerns associated with these goods, PANAH hopes to influence public health initiatives and legislative actions that encourage healthier eating habits and battle the rising prevalence of noncommunicable illnesses. PANAH works collaboratively with government entities, health organisations, and the community to create a healthier environment for all Pakistanis. The policies include:
Taxing sugar-sweetened beverages
Front-of-package labels and warning signs (FOPWL) c. Marketing restrictions d. School Food Policy for promoting a healthy food environment.
To achieve these goals, PANAH is looking for a highly trained and experienced consultant to help with the development and implementation of organisational policy manuals and procedures, as well as building staff ability to boost administrative and financial responsibilities. This job reports directly to PANAH's General Secretary, Sana Ullah Ghumman.
Scope of Work:
The consultant will do the following tasks.
Conduct a thorough evaluation of the organization's current policies, procedures, and practices.
Identify gaps, discrepancies, and areas for improvement.
Engage with auditors, partners, government agencies (FBR, EAD, etc.), senior management, and staff members to gain feedback and insights.
Conduct interviews with PANAH's relevant staff and leadership to better understand the organization's needs and preferences.
Create draft policy documents for human resources, finance, accounting, and procurement.
Ensure that policies are in line with PANAH's mission and values.
Make sure that policies are in line with Pakistani legislation.
Include best practices and sector standards in the manuals.
Share draft manuals with key stakeholders for comments and input.
Incorporate feedback and make required changes to the manuals.
Maintain clarity, coherence, and consistency throughout all policies.
Prepare the final versions of the policy manuals in both electronic and printed media.
Provide guidance on how to apply and disseminate the manuals inside the organisation.
Provide financial and administrative assistance to the project while maintaining compliance with applicable legislation and norms.
Make sure that policies are in line with Pakistani legislation.
Include best practices and sector standards in the manuals.
Share draft manuals with key stakeholders for comments and input.
Incorporate feedback and make required changes to the manuals.
Maintain clarity, coherence, and consistency throughout all policies.

The Human Resources, Finance and Accounting, and Procurement guides are all in draft form.
Finalised manual versions that incorporate feedback and revisions.
Recommendations for manual implementation and dissemination.
Training for organisational personnel on operating manuals and new financial software.
Training report for organisational staff on operating manuals, with recommendations.
Training report for organisational personnel on new financial software, with recommendations.
Create staffing and contract templates.
The ideal candidate should meet the following qualifications:
Proven expertise designing and executing organisational policies and guides, notably in the fields of human resources and finance.
Knowledge and experience with financial software systems.
Strong awareness of best practices for policy formulation and organisational growth.
Proven ability to develop and execute improvements to internal operational and financial controls and processes.
Outstanding analytical, communicative, and interpersonal abilities.
Ability to operate independently and effectively with a variety of stakeholders.
Experience in the healthcare or non-profit sectors is preferred.
Qualifications:

Duration:
The consulting is planned to begin on October 1, 2024 and end on January 31, 2025, and will consist of five (5) full days, or 40 hours per week.
