Overview:  

Jhpiego, a global pioneer in improving health care for women and families, is looking for a Finance Officer based in Islamabad. The Finance officer will be in charge of implementing and maintaining an on-site financial and bookkeeping system to ensure the integrity and effectiveness of the financial operations. 

Roles & Responsibilities: 

Receiving vendor invoices in relation to purchase orders; reviewing and promptly posting bank and cash payment vouchers in QBE; and ensuring that the necessary supporting documentation is properly attached and complies with JHPEIGO and relevant donor requirements  

Assist in the creation of monthly financial reporting (close), which includes bank reconciliations among other things, and make sure it is submitted on time to the Jhpiego headquarters in Baltimore.  

Adopt and uphold a thorough reimbursement and financial reporting procedure in compliance with Jhpiego's established financial system.  

Make certain that every payment voucher is consistently marked with "Paid & Posted" and appropriately stored in the appropriate files.  

Assistance in creating budget vs. actual reports, minimise budget overspending, and guarantee adherence to donor and Jhpiego financial guidelines 

Examine, balance, and keep an eye on all accounts, project staff advances, and petty cash activities including cash advances.  

keeps a close eye on all financial activity and alerts the finance manager to any circumstances that can compromise internal controls or negatively affect financial performance; 

timely preparation and examination of the cash and bank account reconciliations each month  

Ascertain precise financial projections to cover upcoming expenses, and make sure the petty cash fund is refilled on schedule and has the appropriate safety measures in place.  

Assist the finance manager or officer with tax compliance and audits.  

visiting field offices to provide oversight, observe, and verify compliance as needed.  

In cooperation with Senior Finance, maintain communication with banks and tax authorities to ensure prompt submission of information to FBR about a range of ongoing tax issues. 

As needed, support the procurement team with bid opening, assessments, and cost analyses.  

Encourage all offices to conduct physical inventory checks at least once a year, or every six months, and then follow up with the inventory custodian to identify any missing or damaged items.

Required Qualifications, Experience & Skills: 

a master's degree in accounting, finance, or part-qualified ACCA, or a related field.  

Minimum of three to five years of relevant professional experience in finance or accounting, ideally in the development or non-profit sectors Expertise and familiarity with QBE are crucial.  

proficiency with databases, spreadsheets, and software programs, such as Microsoft Word and Excel.  

demonstrated capacity for both individual and group work  

Capable of setting priorities among several conflicting activities; Accomplish tasks accurately, promptly, and effectively based on their respective importance and urgency.  

Capacity to guarantee compliance with relevant laws and regulations  

demonstrated capacity to maintain professionalism and secrecy  

able to make up to 25% of the trip time to provincial and field offices
