Programme
Evidence for Health (E4H) is a Foreign, Commonwealth, and Development Office (FCDO)-funded programme aiming at improving Pakistan's healthcare system, lowering the burden of illness, and saving lives. Palladium, in collaboration with Oxford Policy Management, is implementing E4H, which provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa, and Punjab governments.

E4H's flexible, embedded, and demand-driven strategy helps the government build a resilient health system that is ready for health emergencies, responds to the latest evidence, and provides equitable, high-quality, and efficient healthcare services. Specifically, E4H provides TA through three outputs:

Output 1: Improved integrated health security, with a focus on preparedness and response to health emergencies, particularly pandemics.
Output 2: Improved evidence-based decision-making to boost health-care performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on eliminating unnecessary deaths.
Background and Problem Statements

The Pakistan Nursing (and Midwifery) Council (PNMC) Act of 1973 provides the foundation for regulating Pakistan's nursing and midwifery professions. It gives the PNMC the authority to establish

standards, license and register practitioners, regulate professional activity, and assure continuing professional development, quality assurance, and accreditation of academic institutions. The Act also requires the PNMC to develop policies, keep thorough professional records, and ensure personnel responsibility and competency.

  • To effectively implement the PNMC Act, a strategic framework is required. This framework should incorporate global best practices, outline specific goals and objectives, and provide a clear roadmap for policy formulation, enforcement of ethical standards, and professional record maintenance. It will establish robust monitoring and evaluation systems and address international collaborations, ultimately ensuring that nurses and midwives in Pakistan deliver high-quality care and safeguard public health and safety.

Objectives

The main goal of the technical assistance will be to create a Strategic Framework for the PNMC that includes clear strategic activities, a coordination structure, and a comprehensive monitoring and evaluation process to track progress and ensure the PNC Act achieves its intended goals.
