Job Summary: 

The WASH Specialist will be responsible for ensuring that Water, Sanitation, and Hygiene (WASH) activities are implemented effectively during emergencies such as natural disasters, health crises, and other humanitarian circumstances, using gender-sensitive approaches. This position demands a creative and proactive approach to managing WASH programs in demanding and fast changing environments. The incumbent will also be in charge of coordinating implementation with the other components of the interventions. 

Key Responsibilities: 

1. Technical Oversight on WASH Interventions (60%): 

Develop and monitor the implementation of WASH project work plans, ensuring that all objectives and targets are reached within the emergency environment.  

Assess potential WASH schemes, and generate Bills of Quantities (BoQ), drawings, tenders, and RFQs in accordance with CARE standards and emergency project needs. 

Serve as the focal point for WASH-related issues, coordinating with various stakeholders throughout the project lifespan to ensure compliance with agreements and recommendations. 

Ensure that WASH operations are consistent with CARE's worldwide strategies and indicators, while being tailored to the specific needs of the emergency scenario.  

Use MEAL (Monitoring, Evaluation, Accountability, and Learning) activities to assess the efficacy and quality of all WASH efforts. 

Create data collecting methods to monitor WASH and other building works while guaranteeing strict quality control.  

Establish and monitor mechanisms for operating and maintaining WASH infrastructure, as well as training local groups and partners. 

Conduct field visits and surveys to monitor and assess WASH project implementation, and adapt tactics as needed to meet emergency demands.  

Contribute to budgeting and financial management by providing technical expertise to ensure that resources are used efficiently during the emergency response. 

Engage communities in decision-making by incorporating and acting on their comments to establish long-term and empowering WASH solutions. 

Provide technical support to implementing partners and contractors to ensure that all WASH initiatives are of high quality, cost-effective, environmentally friendly, and sustainable.  

Identify and carry out WASH activities in partnership with local partners, district authorities, and other stakeholders.  

Ensure that gender and protection issues are incorporated into WASH efforts in accordance with emergency response guidelines. 

. Coordination, Reporting and Representation (20%): 

Represent CARE at WASH-related forums and coordination meetings, ensuring that the organization's perspective is heard during emergency response activities.  

Lead CARE's WASH humanitarian response and cooperate with important partners from various sectors. 

When necessary, present technical aspects of CARE's WASH program to government agencies, donors, and other stakeholders.  

Prepare high-quality technical reports for donors, maintaining correctness and clarity throughout.  

Develop and develop strategic partnerships with donors to position CARE for future funding opportunities for WASH and integrated initiatives.  

Serve as the technical lead for new project proposals, overseeing design, technical writing, and review procedures.  

Ensure efficient coordination and collaboration with various sectors in order to maximise the impact of CARE's emergency response operations. 

3. Logistics and Supply Management (15 percent):  

Oversee the verification of all WASH supplies before they are delivered to project locations, ensuring they meet quality standards.  

Collaborate with contractors, implementing partners, and CARE personnel to create procurement plans for WASH products during emergencies, including managing contingency stocks.  

Ensure compliance with donor procurement regulations, and obtain waivers as needed during project design. 

5. Perform Other Duties As Assigned (5%). 

Perform any additional activities or obligations assigned by the organisation or in an emergency circumstance.  

Ensure complete adherence to CARE International's Safety & Security Principles, acknowledging that safety and security are everyone's responsibility. 

QUALIFICATIONS (KNOW HOW) 

A) Education/Training: 

  • University degree in Civil Engineering or Diploma in Civil Engineering, 

B) Experience: 

B.S. Civil Engineering requires at least 5 years of practical experience, whereas Diploma in Civil Engineering requires at least 8 years of practical experience in water, sanitation, and hygiene construction/engineering program design, management, monitoring, and assessment with an I/NGO.  

Experience and awareness of community mobilisation in respect to both WASH and construction initiatives; 

Project implementation experience with international donors is necessary. Experience working on a USAID-funded project will be preferred.  

 

demonstrated experience incorporating gender and diversity concerns into public health promotion.  

Knowledge and knowledge of the intricacy associated with refugee and TDP circumstances;
